New addition to the LXDE l10n reporting

I did a clean up of the l10n reporting script for LXDE and when I pushed the changes to hg I was struck by a new idea; what about displaying the information somewhere so they can check themselves when they like to? Instead of me dictating when to share the information.

So I added a file at the web server where the report script just outputs the data to, added a date string to make it obvious if the file is not updated and sent a message to the lxde-i18n list. Good work *tap shoulder
